IP Code Requirements: New SOLAS Amendments Impacting Offshore Vessels from July 2024

Starting July 1, 2024, new mandatory amendments to the SOLAS Convention will come into effect, significantly impacting offshore vessels. These changes specifically affect Platform Supply Vessels (PSVs) and other offshore ships carrying more than 12 special personnel onboard.

To ensure compliance and maintain operational approvals, vessels must now obtain the IP Compliance Certificate, proving adherence to the latest IP Code requirements.

What are the key IP Code Requirements?

The International Code of Safety for Ships Carrying Industrial Personnel (IP Code) sets out safety and operational guidelines for vessels engaged in offshore energy, wind farm, and other specialized operations. The key IP Code requirements include:

  • Structural and Stability Enhancements – Modifications to vessel design to ensure compliance with new safety standards.
  • Fire Protection & Safety Measures – Upgrades to fire safety, escape routes, and lifesaving appliances.
  • Crew and Industrial Personnel Training – Compliance with new competency requirements for onboard personnel.

Does your vessel need an IP Compliance Certificate?

The transition to IP Code compliance depends on your vessel’s current classification:

Vessels previously classed under voluntary SPS (Special Purpose Ship): If your vessel was already following voluntary SPS Code regulations, the transition to the IP Code requirements will be relatively straightforward.

Vessels that missed the grandfathering deadline: If your vessel was not previously classified under SPS and missed the transition period, a full compliance assessment will be required. This process includes a thorough gap analysis and possible engineering modifications to meet the IP Code requirements.

Beneficiarul GLO-MARINE SRL anunță începerea proiectului „Unitate de prefabricare electromecanică a sistemelor și echipamentelor electrice integrate, complexe și modulare, utilizate în transportul și operarea navelor maritime și fluviale”, Cod SMIS 318738, finanțat prin PROGRAMUL TRANZIȚIE JUSTĂ, Componenta: Investiții pentru dezvoltarea IMM care sprijină creșterea durabilă și crearea de locuri de muncă.

Valoarea totală a Proiectului, inclusiv TVA, este de 28.898.188,55 lei. Valoarea eligibilă nerambursabilă este de 18.262.584,80 lei, din care 15.523.197,08 lei reprezintă valoarea nerambursabilă din Fondul pentru Tranziție Justă 2021-2027 și suma de 2.739.387,72 lei  reprezintă valoarea nerambursabilă din Bugetul Național.

Obiectivul general al proiectului este cresterea competitivitatii economice si a capacitatii firmei GLO-Marine SRL de a genera locuri de munca durabile si sigure prin infiintarea unei unitati de productie sisteme si echipamente electrice integrate, complexe și modulare, utilizate în transportul și operarea navelor maritime și fluviale care sa sprijine industria navala in tranzitia catre neutralitatea climatica si reducerea emisiilor de gaze cu efect de sera.

Investiția vizează realizarea de soluții modularizate de echipamente și sisteme electrice complexe integrate și accesorii pentru acestea, destinate navelor maritime sau fluviale și utilizate la bordul navei sau în porturi pentru a funcționa ca sisteme de alimentare cu energie, dar și a altor sisteme și tehnologii noi care să faciliteze nevoile de operare sustenabilă și ecologică a acestor nave și reducerea poluării atât în porturi cât și în largul mărilor și oceanelor. Unitatea de productie infiintata prin prezentul proiect va fi construita la standarde de eficienta energetica ridicate, va fi dotata cu echipamente si utilaje realizate cu cele mai noi tehnologii de performanta energetica si va genera 35 de noi locuri de munca in judetul Galati în următoarele domenii: confectii si asamblari electromecanice, electrice si gestiune.

Obiectivele specifice ale proiectului sunt:

1. Realizarea infrastructurii unitatii de productie prin construirea halei de productie intr-o perioada de 24 luni si dotarea acesteia cu 64 de echipamente si utilaje necesare productiei sistemelor electrice integrate utilizate in transportul si operarea navelor maritime si fluviale. 

2. Crearea pana la finalul implementarii proiectului a 35 de noi locuri de munca in cadrul noii unitati de productie din care cel putin 11 pentru persoane provenind dintr-o industrie/ramură economică direct afectată de procesul de tranziție justă din județul Galați si cel putin 11 Locuri de munca pentru persoanele provenind din categorii dezavantajate. Totodata, pentru 7 persoane vor fi organizate cursuri de calificare/ recalificare pentru meseriile de sudor, electrician nave, operator CNC si/sau operator masini unelte precum si cursuri de perfectionare/ specializare pentru operator masini unelte si/sau electrician autorizat ANRE.

Perioada de implementare a proiectului este de 24 luni de la data semnării contractului de finanțare, respectiv începe în data de 28.11.2024 și se finalizează în 27.11.2026.

GLO Marine Secures a Strategic Contract with BLUEWATER

Following a solid streak of successful retrofits, mobilizations and vessel upgrade projects performed in the offshore industry, GLO Marine has been appointed by BLUEWATER, a technological leader in the design, development, lease, and operation of Floating Production and Energy Systems (FPSOs), to conduct a comprehensive technical analysis, feasibility study and update of engineering documentation for the upgrade of the Primary Hydraulic Services onboard the FPSO Haewene Brim, an essential asset in BLUEWATER&’s fleet.

BLUEWATER, who is a well-known player in the market of operational and logistic management and support for offshore Production and Energy Systems, has entrusted GLO Marine with an important role in securing the future operational efficiency of the FPSO Haewene Brim. The scope of this collaboration encompasses a series of tasks aimed at optimizing the vessel’s marine hydraulic system performance and sustainability.

The project kicks off with a 16-week intensive feasibility and engineering phase, where GLO Marine, along with its key partners, will tackle the project that involves several disciplines such as hydraulic engineering, piping, electrical, and software integration. GLO Marine’s responsibility extends beyond technical analysis to include program management, stakeholder management, and consultancy, ensuring a holistic approach to the project. The technical expertise of GLO Marine and strategic partnerships developed through an important number of retrofit projects, delivers a robust framework for the project success.

Following the initial phase, the project is expected to transition to the installation and retrofit phase. The technical solution that needs to be designed during the feasibility study shall ensure a minimum 10 year reliability period and also shall be engineered to be implemented without impending on the assets operations.

Upon completion of the Feasibility Study, GLO Marine is responsible of putting together all relevant technical documentation, including technical reports and engineering drawings that will lay the groundwork for the Execution Phase. These documents, ranging from updated class drawings, FAT reports, Operation and Maintenance manual to a detailed Risk Register and Installation procedure, will serve as a roadmap for the project’s next stages, ensuring precision and alignment with the overarching goals. The installation and upgrade stage (phase II) must be carried out without interference or disruptions to the daily production activities of the asset.
